Urban vote is more reliably democrat,thus according to our party principle they are awarded more delegates.Thats why black districts(usually urban districts)get more delegates.Thisis to avoid giving more voice toa district that sways every election and reward those who are truly dems. In Sep.2007 Hillary was asked why she wouldn't take her name of MI & FL ballots,she said she didn't want to give open playing field for GOP but that 'this election they're having is not going to count for anything'

but it's not a true proportion system based on population...it's based on districts. A rural vote still counts less than an urban one in the democratic primary. i assure you that no candidate stated that a florida or michigan vote didn't count. they both manuvered the system that fit with their best interests; they are, after all, politicans. it was the ethical question and subsequent action our party officials took in handling that situation that i found revolting.
